★ 신시내티대학교 사이버전략·정책센터와 사이버보안 분야 협력방안 논의

지난 9월 16일부터 18일까지 서울 코엑스에서 개최된 ‘사이버 서밋 코리아 2026 (Cyber Summit Korea 2026)’ 기간 중, 한양대학교 행정학과·과학기술정책학과 오정민 교수 (데이터사이언스학부 겸직)는 미국 신시내티대학교 (University of Cincinnati)의 Richard Harknett 교수와 만나 한양대학교 행정학과·과학기술정책학과와 신시내티대학교 사이버전략·정책센터 (Center for Cyber Strategy and Policy, 이하 CCSP) 간의 미래 협력방안에 대해 논의했습니다.

오정민 교수는 신시내티대학교에서 조교수로 재직 당시 CCSP의 Faculty Fellow로도 근무했으며, 현재는 Research Affiliate로 겸직하며 센터와의 학술적 협력 관계를 이어가고 있습니다.

Richard Harknett 교수는 CCSP 센터장이자 Ohio Cyber Range Institute (OCRI)의 공동소장입니다. 사이버 전략과 국제안보 전문가로서 미국 사이버사령부와 국가안보국(NSA)의 초대 상주학자(Scholar-in-Residence)를 역임하는 등 학술 연구와 정책 현장을 연결하는 활동을 이어오고 있습니다.

CCSP는 사회과학과 전략 연구를 기술·컴퓨팅 분야와 연계하여 사이버공간의 안보 문제를 다루는 연구기관입니다. 사이버 전략과 정책에 관한 연구뿐 아니라, OCRI와의 협력을 통해 지방정부와 공공부문 종사자의 사이버 대응 역량을 높이는 교육·훈련에도 기여하고 있습니다.

이번 만남에서는 이러한 학술적 인연을 바탕으로 한양대학교 행정학과 및 과학기술정책학과와 CCSP가 향후 협력할 수 있는 방향에 대해 의견을 나누었습니다. 행정·정책 연구와 사이버 전략 분야의 전문성을 연결하는 이번 교류가 앞으로 교육과 연구에서 의미 있는 협력으로 이어지기를 기대합니다.

★ Exploring Cybersecurity Collaboration with the University of Cincinnati’s Center for Cyber Strategy and Policy

During Cyber Summit Korea 2026, held at COEX in Seoul from September 16 to 18, Professor Jeongmin Oh (Department of Public Administration·Department of Science and Technology Policy·Department of Data Science) met with Professor Richard Harknett (University of Cincinnati) to discuss future collaboration among Hanyang’s Department of Public Administration, its Department of Science and Technology Policy, and Cincinnati’s Center for Cyber Strategy and Policy (CCSP).

Professor Oh served as a Faculty Fellow at CCSP during his appointment at the University of Cincinnati. He currently maintains his academic affiliation with the center as a Research Affiliate.

Professor Harknett is Director of CCSP and Co-Director of the Ohio Cyber Range Institute (OCRI). An expert in cyber strategy and international security, he served as the inaugural Scholar-in-Residence at U.S. Cyber Command and the National Security Agency. His work connects academic research with policy and practice.

CCSP brings together social science, strategic studies, and expertise from the technical and computing sciences to address security challenges in cyberspace. Alongside its research on cyber strategy and policy, the center contributes through its collaboration with OCRI to education and training that strengthen the cyber capabilities of local governments and public-sector employees.

Building on these existing academic ties, the meeting provided an opportunity to exchange views on future cooperation between Hanyang’s two departments and CCSP. We look forward to the possibilities this exchange may open for educational and research collaboration connecting public administration, science and technology policy, and cyber strategy.
